Photophobia ranges from the very mild, squinting when exposed to bright light, to the extreme, inability to bear even the tiniest bit of light on the exposed eyes without pain and anxiety. This article may help you. It does not promise to cure you overnight, and it may be that you will have to live with the condition for the rest of your life, but my personal experience has shown that these exercises work, and I can now even dispense with the sun-visor whilst driving.
